The Harder They Fall
Primary Target
Netflix, Amazon, Disney Plus to be Regulated by the U.K. Government
British minister urges same rules for streaming services, broadcasters
VOD Services in U.S., U.K. and EU Grow by a Third in Four Years
- The UK Department for Digital, Culture, Media and Sport said the government will “consider tightening regulation of video-on-demand services such as Netflix, Disney Plus and Amazon Prime Video.”
- Traditional broadcasters like the BBC, ITV and Sky must follow different age ratings and follow rules on impartiality and accuracy in documentaries and news.
- The ministry also expressed a desire to "level the playing field so public service broadcasters can compete with international rivals.” According to a report from TV-funding outfit Drive, in the UK, revenue from international sales has passed domestic revenue, growing from 17% in 2013 to 39% in 2019.
- Variety's sources say Netflix welcomes the overall direction of the new regulations. Read that as Netflix thinks they probably meet all the criteria anyway. Netflix has voluntary age criteria, for instance. And incumbents usually benefit from reduced conception when regulations are put in after they've already grown.
- A white paper on possible new rules is expected in the autumn. White papers sometimes include draft legislation.
- Culture Secretary Oliver Dowden said "The white paper will also set out proposals on how we ensure public service broadcasters are given sufficient visibility...online, and ensure viewers can continue to find and watch original and high-quality British programmes"
- This isn't the first nor will it be the last government to create rules for streaming video. What effect will this state-by-state rule setting have on worldwide services like Netflix, Amazon, etc?
Korean court sides against Netflix, opening door for streaming bandwidth fees from ISPs
- A Korean court ruled that Netflix was not protected by the law from being charged fees to stream to an ISP's users. Netflix filed a suit in 2020 alleging the SK Broadband had no right to demand payment for the bandwidth used by SK broadband's users streaming Netflix.
- The court ruled against Netflix saying “it needs to be determined by negotiations between the parties involved whether or not some fees will be paid.”
- The decision is likely to be challenged.
How to Watch
Hulu Draws Most Daily Minutes Of Tune-In Among Top Streamers, Has Biggest Share Of Viewers 18-34, Per Nielsen
- Nielsen presented some of the first numbers from its measurement tool "The Gauge" that we talked about last week.
- 52% of Total streams in May came from subscription video on demand - aka Netflix, Prime Video, Disney Plus etc.
- 27% came from ad-supported video, like Tubu, Pluto, and IMDBTV
- 10% of streams were from MPVDs, aka YouTube TV, Hulu Live, Sling TV etc.
- Linear streaming-- going through a cable or broadcast channel's TV Everywhere app is in the single digits.
- Some demo information wasn't too surprising. 43% of Disney+ viewers are 2-17 and Netflix appeals equally to all demos.
- But the service with the most average viewing minutes per day at 130 was Hulu. YouTube was second with 128, Netflix at 110, Prime Video 97 and Disney+ 89. So Hulu may have fewer subscribers but their subscribers watch more Hulu shows than other services. Hulu's audience is also young with 33% 18-34, and 57% were women.
YouTube TV Adds 4K Package, 5.1 Dolby Audio & Other Features Ahead Of Tokyo Olympics
- YouTube TV introduced an option to get 4K streams today in a package that also includes the ability to download programs for offline viewing, and unlimited streams on home WiFi. The 4K package costs $20 extra a month for a total of $85. Existing customers can get it for $10 a month for the first year. All subscribers to YouTube TV will get 5.1 audio as well. There are also features related to the Olympics that let you jump to the sport you want to watch with a recording. You can also search for upcoming events by sport and record them.
What to Watch
Sexy Beasts trailer reveals new Netflix dating show, and you kinda just have to see it
- I bet somebody can find a quote of one of us talking about how Netflix doesn't really do reality programming. 5 years or more ago that was the case. So not the case anymore. Netflix released a trailer for its latest reality show, Sexy Beasts. Wherein participants in the dating show wear costume headwear like a Panda head oration or cat etc. The idea being you would not judge your potential love connection based on the face and then when it's revealed see if your feelings change. It's not a new show, having aired on the BBC in 2014.
The Suicide Squad trailer reveals who shot Superman

‘Gossip Girl’ Reboot Premiere To Air On The CW One Day After HBO Max Debut Next Month

But what may be interesting to all is that the CW will air each episode at 8 PM Fridays starting July 9th. That's the day after each episode premieres on HBO Max. Ahh yes. We're starting to switch from a world where you get the on demand video the day after it airs, to the opposite.
Shang-Chi trailer hints at classic Marvel villain's return

WandaVision has a new post-credits scene: What it means
- The post-credit scene at the end of WandaVision changed slightly this past week. The trees outside of Wanda's cabin look healthier and there's a blurred out object that something might be Doctor Strange.

Simon Pegg and writer Georgia Pritchett who has done Veep, The Thick of It and The Shrink Next Door. Are developing a Galaxy Quest TV series.

‘Lucifer’ Possesses No. 1 Spot On Nielsen U.S. Streaming List; ‘Cruella’ Posts Lowest Tally Of Any Disney Premier Access Title
- For the week oMay 24th, Netflix's Lucifer was the top US streaming show. Army of the Dead was number two followed by Grey's Anatomy. Cruella didn't crack the top 10 becoming the least-watched Disney+-Premier release, but also the first to have widespread theatrical release.
Netflix users on Android can now stream partially downloaded content
- Netflix will now let Android users watch a downloaded video even if only part of it has been downloaded. Previously you had to wait for the download to complete before watching. Also the "downloads for you" feature that picks things it thinks it might like to download will come to iOS soon. This is different than smart downloads that automatically downloads the next episode in a series for you. Android has had Downloads for You since February.
Peacock is finally coming to Amazon Fire TV and tablets
- If you have a FireTV and are waiting to get Peacock, well congrats. Now you can. NBCUniversal and Amazon seemed to have patched things up. You can even launch it with your voice. Full voice search for titles is coming later this year.
George R.R. Martin: Ending Of ‘Game Of Thrones’ Was In A “Different Direction” Than He Intended
- George RR Martin told PBS Chicago he thought HBO would take a lot longer to get through his first 5 books which is why he never thought they would catch him. He also felt that once it passed his books it was “going in somewhat different directions. So, I’m still working on the book, but you’ll see my ending when that comes out.”

Dispatches from the Front
I 100% support legislation to require cancellation methods to match subscription methods!
When my cable provider changed their encoding to be incompatible with my TiVo box unless I paid an extra fee, I stopped using TiVo. However, I was unable to unsubscribe online, even though I had subscribed online originally. When my annual fee was due, I ignored the notice that my credit card had expired. "Problem solved," I thought. I wouldn't have to call them to unsubscribe from the service I hadn't used in months anyway.
Wrong! I started getting "past due" notices threatening to send my bill to collections! I had to call them to get them to knock it off

Tonight I realized something that could be revolutionary. We all know and have become accustomed to casting from our phones to our TV. But what about casting the TV to our phone when we need to step away to make dinner or use the bathroom, etc.
I have younger kids that when we start a movie is before dinner but I miss half of the movie because I need to leave to make or finish dinner. It would be great if I could take the movie with me without missing anything. Seems to me that slingbox would be the most experienced with a solution to this problem.
Love the show <>

Quantum leap reunion?
Since it's envogue to make reunion reboot shows maybe it's time to finally bring Sam Beckett home.

You, Brian, mentioned on CK that you wanted to watch R&M with your kids but you couldn't because there was way naughty content. Well, I cut it all out for you. There's no threesome talk, no bad words (except some jesuses/christs and maybe a hell), and much of Mister Nimbus's dangly wang jangle has been cropped out. It's not perfect (especially when Jessica arrives at the house), but it's more watchable with one's children than it was.
When it's done uploading, it'll be an unlisted video at this link.
